Albuminates and other albumin derivatives (residual)
HSN 3502 90 00 (Other albumin derivatives) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, as a food or food-supplement product of animal origin. Animal Quarantine and Certification Services (AQCS) Health Certificate and Veterinary Health Certificate clearance applies concurrently, and consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.
- Import Licence from FSSAI
- Health Certificate from AQCS
- Certificate of Analysis from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain and upload the FSSAI Import Licence (document code 911001), a Specimen Copy of Label (document code 0110FS), and a Certificate of Analysis for food and supplements (document code 0010FS) in e-Sanchit before filing the bill of entry. The proper officer will verify these uploads before granting out-of-charge.CBIC Instruction 10/2022-Customs dated 28-06-2022 · Circular 24/2022-Cus dated 28-11-2022
- 2Upload the Veterinary Health Certificate issued by the exporting country's competent authority (document code 853AQ1) and the AQCS-linked Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. These are required for the AQCS NOC for CTIs listed in Annexure A of Circular 24/2022-Cus.CBIC Instruction 09/2023-Cus dated 07-03-2023 · Circular 24/2022-Cus dated 28-11-2022 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 3Route the consignment through one of the designated food-import entry points per General Note 4(D) of Schedule I of the ITC (HS) 2022, and ensure compliance with CBIC Instruction 29/2023-Cus dated 12-12-2023 and the Office Memorandum dated 17-07-2023 issued by the Ministry of Fisheries. Any labelling deficiencies permitted to be rectified must be addressed at the customs bonded warehouse before visual inspection, using a single non-detachable sticker without altering original label information.CBIC Instruction 29/2023-Cus dated 12-12-2023 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and overlooking the dual AQCS requirement — the Veterinary Health Certificate (853AQ1) and the Laboratory COA (001AQ1) are independent of the FSSAI food-safety clearance and must be uploaded separately. A consignment arriving with a current FSSAI licence but missing either AQCS document code will be detained at the designated port, accruing demurrage and ground rent until the deficiency is remedied or the consignment is re-exported.
