HSN 3502 11 00 (Dried egg albumin) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturing-facility registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Veterinary Health Certificate and laboratory report requirements apply as a concurrent overlay, and consignments are permitted only through 79 designated food-import ports with effect from 1 March 2023.

- 2Upload the Veterinary Health Certificate issued by the competent authority of the exporting country (document code 853AQ1) and the Laboratory Report / Certificate of Analysis (document code 001AQ1) in e-Sanchit. The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and overlooking the dual AQCS overlay — both the Veterinary Health Certificate (853AQ1) and the Laboratory Report / Certificate of Analysis (001AQ1) are independently mandatory and are verified by the proper officer at the e-Sanchit stage before out-of-charge. A consignment with a current FSSAI licence but missing either AQCS document code will be detained at the designated port, accruing demurrage and ground rent, with no provision for post-arrival rectification of the absent PGA clearance.
