Other egg albumins and albumin derivatives
HSN 3502 19 00 (Other egg albumins and albumin derivatives) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and foreign-manufacturer registration requirements under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Veterinary Health Certificate and laboratory analysis clearance apply as concurrent overlays, and consignments are permitted only through 79 designated food-import ports operative from 1 March 2023.
- Import Licence from FSSAI
- Veterinary Health Certificate from AQCS
- Certificate of Analysis from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Confirm that the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the high-risk-food regime covering egg products and nutraceuticals. The FSSAI Import Licence (document code 911001) and the Certificate of Analysis for food and supplements (document code 0010FS) must be uploaded in e-Sanchit before the bill of entry is filed.CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
- 2Upload the Veterinary Health Certificate issued by the exporting country's competent authority (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Also upload the Specimen Copy of Label (document code 0110FS) and the Health Certificate (document code 6360AQ) before out-of-charge is granted.CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No. Import/TFM/Apex/2022-FSSAI
- 3Route the consignment exclusively through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Confirm that all label information meets the rectifiable-labelling requirements; a labelling defect does not substitute for any missing FSSAI or AQCS PGA clearance.CBIC Instruction 05/2023-Cus dated 08-02-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The most frequent error on this tariff line is treating the FSSAI Import Licence as the sole clearance requirement and overlooking the dual AQCS upload obligation — Veterinary Health Certificate (853AQ1) and Laboratory COA (001AQ1) — which are independent of the food-safety licence and must be sourced from the exporting country's competent authority before shipment. A consignment arriving at the designated port with complete FSSAI documentation but missing either AQCS document will be detained pending upload, accruing demurrage and ground rent; the rectifiable-labelling regime does not extend to absent PGA clearances.
