HSN 3502 20 00 (Milk albumin, including concentrates of two or more whey proteins) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk milk-and-milk-products category. Animal Quarantine and Certification Services (AQCS) Veterinary Health Certificate and laboratory clearance apply concurrently, and import is permitted only through 79 designated food-import ports effective 1 March 2023. The most frequent error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and overlooking the two AQCS overlays — the Veterinary Health Certificate (853AQ1) and the Laboratory COA (001AQ1) — which are independent of FSSAI's food-safety clearance and are verified separately at the port. A consignment with a current FSSAI licence but missing either AQCS document will be detained pending upload, accruing demurrage and ground rent at the designated port. The China-origin prohibition is absolute and is not waivable by an otherwise valid licence.
