Casein and casein-based food ingredients
HSN 3501 10 00 (Casein) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a milk-derived food product. Animal Quarantine and Certification Services (AQCS) veterinary health certificate and laboratory report requirements apply concurrently, with import through designated ports mandated under General Note 4(D) of Schedule I of the ITC (HS) 2022. Imports of milk and milk-based products from China are prohibited under DGFT Notification 01/2015-20 dated 23-04-2019 pending laboratory-capacity upgradation at ports of entry.

The most common error on this tariff line is conflating the FSSAI document set with the AQCS document set and uploading only one group in e-Sanchit. The AQCS veterinary health certificate (853AQ1) and the AQCS laboratory report (001AQ1) are independent of the FSSAI Certificate of Analysis (0010FS) and Health Certificate (6360AQ); a consignment with all FSSAI documents current but missing either AQCS code will be detained at the port without out-of-charge until the gap is remedied. The China-origin prohibition under DGFT Notification 01/2015-20 is unconditional and applies regardless of the FSSAI or AQCS clearance status.
