HSN 3307 20 00 (Personal deodorants and anti-perspirants) is subject to Ministry of Environment, Forest and Climate Change (MEFCC) oversight under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000, which restricts the import of aerosol products listed under Schedule VII unless a licence is obtained from the Directorate General of Foreign Trade (DGFT). Non-ODS aerosol products require a label declaration confirming the absence of ozone-depleting substances before import. A cosmetics registration certificate and batch-level documentation must be uploaded in e-Sanchit at the bill of entry.

The most common error on this tariff line is importing aerosol deodorants under the assumption that the ODS Rules apply only to industrial refrigerants or propellants — aerosol consumer products are explicitly listed under Schedule VII and require a DGFT Import Licence unless the formulation is entirely ODS-free and labelled accordingly. An aerosol consignment arriving without the licence or without the ODS-absence label is liable to detention at the port of entry; the label-declaration obligation is a pre-import requirement and cannot be rectified after shipment.
