Shaving cream, pre-shave preparations
HSN 3307 10 10 (Shaving cream) is subject to the Ministry of Environment, Forest and Climate Change (MEFCC) licensing regime under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000, where the product is imported as an aerosol. The Directorate General of Foreign Trade (DGFT) administers the Restricted-import policy condition under General Note 8(a) of the ITC (HS) Import Policy; aerosol products not containing ODS must carry a label to that effect before import.

The most common error on this tariff line is assuming the ODS licence obligation applies only to industrial or refrigerant aerosols and not to cosmetic aerosol formats such as pressurised shaving cream. Rule 10 of the ODS Rules, 2000 applies to Schedule VII aerosol products regardless of end-use category; an aerosol shaving cream imported without the DGFT licence — or without an ODS-free label where the formulation is non-ODS — is liable to detention and refusal of out-of-charge at the bill of entry stage.
