Oxyclozanide
Oxyclozanide, antihelmintic organic compound
HSN 2942 00 33 (Oxyclozanide) is subject to registration and import permit requirements from the Central Insecticides Board and Registration Committee (CIB&RC) under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) framework conditions and DGFT ITC (HS) policy condition 2 of Chapter 29 apply as additional overlays, and CBIC mandatory Chapter 29 qualifiers are required in the import declaration with effect from 15 October 2023.

The most common error on this tariff line is treating CIB&RC registration as the sole pre-import requirement and overlooking the NDPS overlay: where Oxyclozanide or a co-shipped substance is captured under the NDPS framework, a separate import certificate under Rule 53 of the NDPS Rules, 1985 is required before the consignment may lawfully enter, and ITC (HS) Appendix I conditions govern any non-medical-or-scientific-purpose import. Importers who clear CIB&RC and CBIC Chapter 29 qualifiers but fail to resolve the NDPS certificate face consignment detention pending documentary cure.
