The most common error on this tariff line is treating the drug-registration and import-licence documents as sufficient without first securing the NDPS import certificate from the Central Bureau of Narcotics. The two regimes are independent: a current drug import licence (9111dc) does not substitute for Rule 53 NDPS certification, and a consignment arriving at the bill-of-entry stage without the NDPS import certificate is liable to detention and seizure regardless of CDSCO document status.
