HSN 2941 30 10 (Doxycycline and its salts) is subject to Narcotic Drugs and Psychotropic Substances (NDPS) authority controls under Chapter VII-A of the NDPS Rules, 1985, with import permitted for medical and scientific purposes only upon obtaining an import certificate under Rule 53 of the NDPS Rules. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 and Central Board of Indirect Taxes and Customs (CBIC) Circular 23/2023-Cus dated 30-09-2023 apply as additional clearance and declaration requirements.

The most common error on this tariff line is treating the drug registration certificate and import licence as sufficient while overlooking the distinct NDPS import certificate under Rule 53 of the NDPS Rules, 1985 — these are separate instruments issued by separate authorities, and the absence of the NDPS certificate renders the consignment liable to seizure even when the CDSCO drug documents are current. Additionally, mandatory Chapter 29 qualifiers under CBIC Circular 23/2023-Cus must be entered in the import declaration itself; uploading them only in e-Sanchit attachments does not satisfy the paragraph 4.1 and 4.2 requirement.
