HSN 2939 45 00 (Levometamfetamine, metamfetamine and their salts) is subject to the Narcotic Drugs and Psychotropic Substances (NDPS) regime as primary control: an import certificate is required for medical or scientific use under Chapter VII-A of the NDPS Rules, 1985, and a No Objection Certificate from the Narcotics Commissioner, Gwalior, is mandatory before import. The most frequent compliance failure on this tariff line is treating the NDPS import certificate as the sole pre-import requirement and overlooking the NOC from the Narcotics Commissioner, Gwalior — these are independent obligations and neither substitutes for the other. Where the substance also appears in the Schedule to the Insecticides Act, 1968, the CIB&RC registration and port-restriction overlay under Rule 45 of the Insecticides Rules, 1971 applies concurrently; shipment to an unspecified port while holding a valid NDPS certificate does not cure the Insecticides Rules contravention.
