The dual-track structure of this tariff line is the most common source of error: importers frequently treat the NDPS Rule 53 import certificate as the only gateway, overlooking that consignments not qualifying under Chapter VII-A medical and scientific purposes fall into Appendix-I of the ITC (HS) Schedule — a separate and more restrictive channel. A consignment cleared under the Rule 53 route without a valid, current import certificate is treated as an unauthorised NDPS import, attracting seizure and criminal liability under the Narcotic Drugs and Psychotropic Substances Act, 1985.
