Other hormones, prostaglandins, thromboxanes and leukotrienes
HSN 2937 90 90 (Other hormones and structural analogues) is governed by the Narcotic Drugs and Psychotropic Substances (NDPS) regime under Chapter VII-A of the NDPS Rules, 1985, with import of scheduled substances requiring an import certificate under Rule 53. Import of oxytocin is prohibited under S.O. 2357(E) and DGFT Notification 09/2015-2020 dated 23-05-2022, except for reference standards exclusively for test and analysis against a test licence from CDSCO; all Chapter 29 declarations are additionally subject to CBIC Circular 23/2023-Cus mandatory qualifiers.

- 3Include the mandatory additional qualifiers in the import declaration as required under Para 4.1 and 4.2 of CBIC Circular 23/2023-Cus with effect from 15 October 2023, applicable to all commodities under Chapters 28, 29, 32, 39 and CTH 3808. The most common error on this tariff line is attempting to import oxytocin under the general NDPS medical-purpose pathway: oxytocin is subject to a standalone prohibition under S.O. 2357(E) and DGFT Notification 09/2015-2020, and the only permitted entry is oxytocin reference standards exclusively for test and analysis against a test licence from DGCI/CDSCO. Consignments of oxytocin presented without a CDSCO test licence — even where an NDPS import certificate exists — face seizure and confiscation at the port of import.
