Other hormones and structural analogues, synthetic or natural
HSN 2937 90 19 covers residual hormones, prostaglandins, thromboxanes, leukotrienes, and their structural analogues governed by the Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate regime under Chapter VII-A of the NDPS Rules, 1985. Import of oxytocin is prohibited outright under S.O. 2357(E) and DGFT Notification 09/2015-2020 dated 23-05-2022, with a narrow carve-out for oxytocin reference standards for test and analysis only. Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 and Central Board of Indirect Taxes and Customs (CBIC) Circular 23/2023-Cus dated 30-09-2023 apply as additional clearance requirements.

The most common error on this tariff line is failing to distinguish the prohibition on oxytocin imports from the narrow carve-out for oxytocin reference standards: a standard commercial shipment of oxytocin — even with a valid drug import licence — will be confiscated, as the prohibition under S.O. 2357(E) is absolute for non-reference-standard consignments. Additionally, importers of other NDPS-schedule hormones under the medical-purpose route routinely overlook the parallel obligation to comply with ITC (HS) policy condition 2 of Chapter 29, which governs substances listed in Appendix-I independently of the NDPS Rules certificate.
