Prostaglandins, thromboxanes, leukotrienes, derivatives and analogues
HSN 2937 50 00 (Prostaglandins, thromboxanes, leukotrienes, their derivatives and structural analogues) is subject to Narcotic Drugs and Psychotropic Substances (NDPS) import certificate requirements under Chapter VII-A and Rule 53 of the NDPS Rules, 1985, for medical and scientific purposes. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs imports falling outside that medical-scientific category, and Central Board of Indirect Taxes and Customs (CBIC) Circular 23/2023-Cus dated 30-09-2023 mandates additional Chapter 29 qualifiers in the import declaration.

The most common error on this tariff line is conflating the NDPS import certificate with the CDSCO drug import licence: the two are independent instruments issued by different authorities, and presenting only one at the bill of entry triggers detention pending production of the other. Imports falling outside the medical-and-scientific-purpose category are not eligible for the Chapter VII-A route at all and are instead governed by Appendix-I to the ITC (HS) Schedule under policy condition 2 of Chapter 29 — a distinction that must be resolved before the purchase order is placed, not at the port.
