Somatotropin, its derivatives and structural analogues
HSN 2937 11 00 (Somatotropin, its derivatives and structural analogues) is subject to Narcotic Drugs and Psychotropic Substances (NDPS) import certificate requirements under Chapter VII-A of the NDPS Rules, 1985, and to the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 for imports outside the medical and scientific use category. Central Board of Indirect Taxes and Customs (CBIC) mandatory Chapter 29 additional qualifiers apply at the bill-of-entry stage with effect from 15 October 2023.

- 3Ensure the import declaration includes the mandatory additional qualifiers stipulated under Para 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, applicable to all commodities under Chapters 28, 29, 32, 39 and CTH 3808 with effect from 15 October 2023. The most common error on this tariff line is conflating the NDPS import certificate issued by the Central Bureau of Narcotics with the drug import licence and registration certificate issued under the drugs regulatory regime — these are independent instruments, and all five e-Sanchit document codes must be present simultaneously before out-of-charge. A consignment carrying a current drug import licence (9111dc) but lacking the NDPS Rule 53 certificate will be detained regardless of CDSCO clearance, and detention at this tariff line attracts NDPS Act enforcement consequences distinct from ordinary customs delay.
