The most common error on this tariff line is importing on the basis of a CIB&RC registration alone without confirming whether the NDPS dual-track applies: if the substance or its preparation is also scheduled under the NDPS framework, the import certificate under Rule 53 of the NDPS Rules, 1985 is independently required and is not subsumed by the pesticide registration. A consignment cleared with CIB&RC documents but lacking the NDPS import certificate faces seizure under the NDPS Act, 1985 irrespective of pesticide-regime compliance.
