The most common error on this tariff line is failing to check the Schedule to the Insecticides Act, 1968 before relying solely on the NDPS import certificate. The two regimes are independent: a valid NDPS certificate does not satisfy CIB&RC registration requirements, and the port-restriction under Rule 45 of the Insecticides Rules, 1971 applies regardless of which PGA clearance is in hand. Consignments arriving at a non-notified port without CIB&RC permit are liable to detention and seizure even where NDPS documentation is complete.
