The port-of-import restriction under Rule 45 of the Insecticides Rules, 1971 is the most frequently overlooked obligation on this tariff line — importers holding a valid CIB&RC permit have nonetheless faced consignment detention because the vessel was directed to an unnotified port. Confirm the notified-port list against the bill of lading before shipment; additionally, where the quantity of this hazardous substance exceeds the threshold specified under S.O. 227(E) dated 24-03-1992 issued by MoEF, a public liability insurance policy under the Public Liability Insurance Act, 1991 must be in place at the time of import.
