HSN 2934 92 00 (Other fentanyls and their derivatives) is subject to a No Objection Certificate (NOC) from the Narcotics Commissioner, Gwalior, under DGFT Notification 39/2015-2020 dated 03-10-2018, with import otherwise free under ITC (HS) policy condition 3 to Chapter 29. Where the substance also falls within the Schedule to the Insecticides Act, 1968, registration and an import permit from the Central Insecticides Board and Registration Committee (CIB&RC) are required, and import is restricted to notified places under Rule 45 of the Insecticides Rules, 1971. Both obligations can be triggered simultaneously: a fentanyl derivative that is also scheduled under the Insecticides Act, 1968 requires the NOC from the Narcotics Commissioner and a separate CIB&RC registration and import permit, and the restricted-places condition under Rule 45 of the Insecticides Rules, 1971 then further constrains the permitted port of entry.
