CDSCO CLEARANCE · CIB&RC CLEARANCE · +3 OTHER PGAS

HSN 2933 99 20 covers goods specified in Supplementary Note 17 to Chapter 29 — a multi-regime tariff line where the Central Drugs Standard Control Organisation (CDSCO) governs medical-device variants, the Central Insecticides Board and Registration Committee (CIB&RC) governs listed insecticides under the Insecticides Act, 1968, and the Narcotic Drugs and Psychotropic Substances (NDPS) regime applies to any scheduled psychotropic substance within scope. Import is Free under DGFT Notification 45/2025-26 subject to policy condition 7 of Chapter 29, with mandatory Chapter 29 qualifiers under CBIC Circular 23/2023-Cus.

Compliance steps
  1. 1
Identify the regulatory category of the specific substance being imported: listed insecticide under Section 3(e) of the Insecticides Act, 1968; medical device listed in G.S.R. 102(E) dated 11-02-2020 (MOHFW); or narcotic drug or psychotropic substance under NDPS policy conditions 2 and 3. Each category triggers a separate, concurrent licensing or registration requirement that must be satisfied before the bill of entry is filed.

  2. 2
For insecticide-purpose imports, obtain a Certificate of Registration from CIB&RC; for non-insecticidal use, obtain an Import Permit from the Registration Committee under the Department of Agriculture and Co-operation. Confirm the approved source of origin matches the consignment exactly — no import from a source other than that specified on the certificate or permit is permitted. Route through notified places of import only, as restricted under Rule 45 of the Insecticides Rules, 1971.

  3. 3
File the bill of entry with the mandatory additional qualifiers for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus, effective 15-10-2023. Where the substance is a hazardous chemical imported in quantities exceeding specified thresholds, ensure a Public Liability Insurance policy is in place under the PLI Act, 1991 per S.O. 227(E) dated 24-03-1992 issued by MoEF.

A word of counsel

The single most common error on this tariff line is treating the CIB&RC registration as sufficient without cross-checking whether the same substance also triggers CDSCO registration (where it appears in G.S.R. 102(E)) or NDPS policy conditions 2 and 3. These regimes are independent and concurrent: a consignment may satisfy the CIB&RC permit in full yet still be detained at customs because the CDSCO registration is absent or the NDPS import authorisation has not been uploaded in e-Sanchit. Verify all applicable regulatory categories against the actual substance before placing the purchase order.

Frequently asked
Does HSN 2933 99 20 require BIS certification?
No. No BIS Quality Control Order covers goods under Supplementary Note 17 to Chapter 29. Import is governed by CIB&RC under the Insecticides Act, 1968, CDSCO under G.S.R. 102(E) dated 11-02-2020 for listed medical devices, and the NDPS regime for scheduled psychotropic substances, with DGFT policy condition 7 of Chapter 29 as the overarching import-policy overlay.
Can an insecticide under this CTI be imported for non-insecticidal purposes without CIB&RC registration?
A full Certificate of Registration is not required for non-insecticidal use, but an Import Permit from the CIB&RC Registration Committee under the Department of Agriculture and Co-operation is still mandatory, and the permit will specify the approved source of import, which cannot be varied.
What happens if the consignment contains a hazardous substance imported in quantities exceeding the notified threshold?
The importer must hold a valid Public Liability Insurance policy under the PLI Act, 1991, in accordance with S.O. 227(E) dated 24-03-1992 issued by MoEF; failure to maintain the required insurance is a condition breach that can result in detention and monetary penalty.
