The most common error on this tariff line is treating the CIB&RC import permit as the only pre-import clearance and overlooking the NDPS overlay: if Azinphos-methyl or an associated substance in the consignment figures in an NDPS schedule, a separate import certificate under Rule 53 of the NDPS Rules, 1985 is independently required before customs out-of-charge, and the absence of that certificate constitutes an NDPS Rules contravention regardless of the CIB&RC permit's validity.
