HSN 2933 59 50 covers goods specified in Supplementary Note 15 to Chapter 29 and is subject to Central Drugs Standard Control Organisation (CDSCO) registration where listed as a medical device under G.S.R. 102(E) dated 11-02-2020, and to mandatory registration or import permit from the Central Insecticides Board and Registration Committee (CIB&RC) under Section 9 of the Insecticides Act, 1968 where the substance is a listed insecticide. Ministry of Health and Family Welfare (MOHFW), Narcotic Drugs and Psychotropic Substances (NDPS) controls, ozone-depleting-substance restrictions, and CBIC Chapter 29 mandatory qualifier requirements apply as additional clearance overlays.

Where it is a listed medical device under G.S.R. 102(E) dated 11-02-2020, obtain CDSCO registration as a precondition to import. - 3Where the substance is a narcotic drug or psychotropic substance, comply with ITC (HS) policy conditions 2 and 3 of Chapter 29. The single most common error on this tariff line is treating the ITC (HS) 'Free' import status — confirmed by DGFT Notification 45/2025-26 — as clearing all downstream PGA obligations. The 'Free' designation governs the DGFT policy condition only; it does not displace CIB&RC registration or permit requirements, CDSCO registration for medical-device sub-categories, or NDPS controls. A consignment of a listed insecticide or scheduled psychotropic arriving without the relevant CIB&RC or NDPS authorisation is liable to confiscation and prosecution regardless of its 'Free' tariff status.
