Trimethoprim
Trimethoprim, a synthetic antibacterial heterocyclic compound
HSN 2933 59 20 (Trimethoprim) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the schedule to that Act, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971. The Narcotic Drugs and Psychotropic Substances (NDPS) regime under Chapter VII-A of the NDPS Rules, 1985 applies as a concurrent overlay, and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs non-medical imports.

- 2If the substance is imported for medical or scientific purposes under the NDPS regime, obtain an import certificate under Rule 53 of the NDPS Rules, 1985 as per Chapter VII-A of those Rules; imports outside that category are governed by Appendix-I to the ITC (HS) Schedule. The most common error on this tariff line is filing the bill of entry with drug-regime documents (registration certificate 101dc1, import licence 9111dc) while overlooking the CIB&RC insecticide registration and the Rule 45 port restriction, which is an independent and concurrent requirement. Arriving at an unnotified port with a valid drug import licence does not cure the Insecticides Rules violation; the consignment is liable to detention and the importer to separate enforcement under the Insecticides Act, 1968. Verify both the notified import points and the NDPS import certificate applicability before vessel departure.
