The most common error on this tariff line is treating the drug-document package (import licence 9111dc, registration certificate 101dc1) as sufficient and overlooking the separate CIB&RC registration and permit requirement triggered when the substance figures in the Schedule to the Insecticides Act, 1968. The two regimes operate in parallel, not in sequence: absence of either CIB&RC or NDPS clearance is an independent ground for out-of-charge refusal, consignment detention, and accrual of demurrage. Confirm Schedule applicability with the CIB&RC secretariat before the vessel departs.
