HSN 2933 53 00 covers specified barbiturate compounds whose import is governed concurrently by the Narcotic Drugs and Psychotropic Substances (NDPS) regime — requiring an import certificate from the Narcotics Commissioner, Gwalior, for medical or scientific use under Chapter VII-A of the NDPS Rules, 1985 — and by the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 3 to Chapter 29. Where any substance under this tariff line also figures in the Schedule to the Insecticides Act, 1968, registration and an import permit from the Central Insecticides Board and Registration Committee (CIB&RC) are additionally required, and import locations are restricted under Rule 45 of the Insecticides Rules, 1971.

An importer who holds a current NDPS import certificate but has not obtained CIB&RC registration for a substance scheduled under the Insecticides Act, 1968 faces detention and seizure at the port of entry. The Public Liability Insurance obligation under S.O. 227(E) dated 24-03-1992 for hazardous substances exceeding specified quantities is a separate compliance trigger that is frequently overlooked.
