- 1Identify whether the specific substance in the consignment is a controlled substance under the NDPS (Regulation of Controlled Substances) Order. For the nine named MDP-2-P glycidic acid esters, 4-piperidone, 1-Boc-4-piperidone, ANPP, and NPP, a consignment-specific NOC from the Narcotics Commissioner is mandatory before import; absence of the NOC renders the consignment liable to seizure and prosecution.NDPS (Regulation of Controlled Substances) Amendment Order, 2025 · GSR 71(E) dated 23-01-2025 · NDPS (Regulation of Controlled Substances) Order dated 26-03-2013

The most common error on this tariff line is treating the overall 'Free' import status of CTI 2933 39 90 as conclusive and overlooking the substance-specific controlled-substance overlays that impose an absolute prohibition absent a Narcotics Commissioner NOC. A consignment of any of the nine listed MDP-2-P glycidic acid esters or piperidone derivatives arriving without a consignment-specific NOC is not a documentation deficiency amenable to post-arrival cure — it is a prohibited import liable to confiscation and criminal liability under the NDPS Act. Verify the CAS number of each imported substance against the current controlled-substance schedules before placing the purchase order.
