HSN 2933 39 29 (other nitrogen heterocyclic compounds) is subject to dual primary regulation: the Central Insecticides Board and Registration Committee (CIB&RC) governs items falling under the Schedule to the Insecticides Act, 1968, requiring registration and an import permit, while the Narcotic Drugs and Psychotropic Substances (NDPS) framework mandates a consignment-wise NOC from the Narcotics Commissioner for controlled substances ANPP and NPP. - 3Ensure the bill of entry includes the mandatory additional qualifiers for Chapter 29 commodities as stipulated in Para 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, effective 15 October 2023. The most common error on this tariff line is importing without confirming whether the specific compound falls within both the CIB&RC schedule and the NDPS controlled-substances list — importers often address one regime and overlook the other. ANPP and NPP require a fresh consignment-wise NOC for every shipment; a previously valid NOC does not carry over to a new consignment. Additionally, the PLI Act, 1991 insurance obligation under S.O. 227(E) dated 24-03-1992 applies where import quantities of specified hazardous substances exceed the thresholds set by the Ministry of Environment and Forests.
