The two regimes are independent: the NDPS NOC is consignment-specific and issued by the Narcotics Commissioner, while the CIB&RC registration and permit apply only where the substance appears in the Insecticide Act Schedule — and the port of import for the CIB&RC stream is separately restricted under Rule 45 of the Insecticides Rules, 1971. Filing a bill of entry without the consignment-wise NDPS NOC uploaded exposes the shipment to seizure and criminal liability under the NDPS Act.
