Phenoperidine and its salts, narcotic analgesic compound
HSN 2933 33 28 (Phenoperidine (INN) and its salt) is subject to a No Objection Certificate (NOC) from the Narcotics Commissioner, Gwalior, as a prerequisite to import, and to registration and import permit from the Central Insecticides Board and Registration Committee (CIB&RC) where the substance figures in the Schedule to the Insecticides Act, 1968. - 3Within 30 days of each import, notify the details of the consignment to the National Authority for the Chemical Weapons Convention (Cabinet Secretariat), the Ministry of External Affairs (DANDISA), the Department of Chemicals and Petrochemicals, and DGFT, and submit a copy of the bill of entry to DGFT. The most common error on this tariff line is treating the CWC post-import notification as a one-time administrative formality rather than a per-consignment obligation with a hard 30-day deadline. Each import consignment triggers a fresh notification and bill-of-entry submission to all four specified authorities; missed or late filings constitute a breach of ITC (HS) policy condition 3 and expose the importer to DGFT enforcement, irrespective of whether the NOC from the Narcotics Commissioner and the CIB&RC permit are in order.
