Ketobemidone (INN) and its salt
Ketobemidone and its salts, narcotic heterocyclic compound

The Directorate General of Foreign Trade (DGFT) ITC (HS) import policy condition 3 of Chapter 29 further requires the importer to notify the National Authority for Chemical Weapons Convention within 30 days of each import and to submit a copy of the bill of entry to DGFT within 30 days.
- NOC from Narcotics Commissioner Gwalior
- Registration and permit from CIB&RC
- Chapter 29 qualifiers from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a No Objection Certificate from the Narcotics Commissioner, Gwalior, before filing the bill of entry. Separately, if the substance figures in the Schedule to the Insecticides Act, 1968, obtain registration and an import permit from the secretariat of CIB&RC, and route the consignment only through ports notified under Rule 45 of the Insecticides Rules, 1971.DGFT Notification 54/2015-20 dated 09-02-2022 · Rule 45 of the Insecticides Rules, 1971 · Insecticides Act, 1968
- 2Within 30 days of each import consignment, notify the National Authority, Chemical Weapons Convention, Cabinet Secretariat; Ministry of External Affairs (DANDISA); Department of Chemicals and Petrochemicals; and DGFT of the import details, and submit a copy of the bill of entry to DGFT. Import is permitted from both State Parties and Non-State Parties to the CWC subject to this post-import notification obligation.ITC (HS) policy condition 3 of Chapter 29 · DGFT Notification 54/2015-20 dated 09-02-2022
- 3Ensure mandatory additional qualifiers are declared in the import declaration for Chapter 29 commodities as stipulated in para 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, with effect from 15-10-2023. Where the imported quantity of a hazardous substance exceeds the specified threshold, take out an insurance policy under the Public Liability Insurance Act, 1991 as per S.O. 227(E) dated 24-03-1992.CBIC Circular 23/2023-Cus dated 30-09-2023 · S.O. 227(E) dated 24-03-1992
The most common error on this tariff line is treating the DGFT post-import notification as an administrative formality and missing the strict 30-day window: late notification constitutes a policy-condition breach under ITC (HS) Chapter 29 condition 3 and exposes the importer to DGFT enforcement. The CIB&RC scheduled-substance determination must be made before shipment, not at port — discovering at the bill of entry that the substance is scheduled and no CIB&RC permit has been obtained results in consignment detention and demurrage at a restricted port.
