Where the substance or a co-classified item also falls within the Schedule to the Insecticides Act, 1968, registration and an import permit from the Central Insecticides Board and Registration Committee (CIB&RC) are additionally required, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971.

Importers frequently treat the Narcotics Commissioner's NOC as the sole clearance and overlook the CIB&RC scheduled-substance check; a consignment that carries a valid NOC but lacks the CIB&RC permit where the substance is scheduled will be detained at the restricted port of import under Rule 45 of the Insecticides Rules, 1971, attracting demurrage and potential confiscation.
