The most common error on this tariff line is treating the Narcotics Commissioner NOC as the sole clearance and overlooking the CIB&RC registration requirement where the substance appears in the Schedule to the Insecticides Act, 1968. The CIB&RC and NDPS-route NOC obligations are independent tracks: a consignment cleared under one does not satisfy the other, and import at a non-CIB&RC-designated place attracts seizure under the Insecticides Rules irrespective of the narcotics-side NOC being current.
