Compliance steps
  1. 1
Where the imported substance is an insecticide or is intended for insecticidal use, obtain mandatory registration or an import permit from CIB&RC under Section 9 of the Insecticides Act. The certificate of registration specifies the permitted source of import; no consignment may arrive from a source other than that specified on the certificate or permit.
    Insecticides Act · Rule 45 of the Insecticides Rules, 1971 · CBIC Circular 35/2011 dated 09-08-2011 · CBIC Circular 7/2014 dated 07-03-2014
  2. 2
Where the substance is a medical device listed in G.S.R. 102(E) dated 11-02-2020, comply with all CDSCO registration conditions set out therein before filing the bill of entry. For narcotic drugs and psychotropic substances falling under this chapter, ensure compliance with NDPS policy conditions 2 and 3 as applicable.
    G.S.R. 102(E) dated 11-02-2020 issued by MOHFW · ITC (HS) Chapter 29, policy conditions 2 and 3
  3. 3
Submit mandatory additional qualifiers in the import declaration for all Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, with effect from 15 October 2023. Where the import quantity of a specified hazardous substance exceeds notified thresholds, obtain an insurance policy under the Public Liability Insurance Act, 1991 per S.O. 227(E) dated 24-03-1992.

A word of counsel

The most common error on this tariff line is importing for a non-insecticidal purpose without obtaining a separate CIB&RC import permit on that basis — importers assume that because the end-use is not pesticidal, the Insecticides Act is irrelevant. It is not: where any doubt exists as to end-use classification, the registration committee requires a non-insecticidal import permit, and shipping without one exposes the consignment to detention and seizure under the Insecticides Act regardless of the general free-import status confirmed by DGFT Notification 44/2025-26.

Frequently asked
Does HSN 2933 31 90 require BIS certification?
No; no BIS Quality Control Order covers pyridine salts or this organic-chemical product family. Import is governed by CDSCO registration where the substance is a listed medical device, CIB&RC registration or permit under the Insecticides Act, and NDPS policy conditions 2 and 3 where applicable.
Are there mandatory document codes or qualifier requirements at the bill of entry for Chapter 29 goods?
Yes. CBIC Circular 23/2023-Cus dated 30-09-2023 requires mandatory additional qualifiers in import declarations for Chapter 29 commodities under paragraphs 4.1 and 4.2, effective 15 October 2023; non-compliance results in the bill of entry being returned for amendment.
What happens if a consignment of this HSN contains ozone-depleting substances or is classified as hazardous waste?
Import of ozone-depleting substances is subject to policy conditions 1, 4 and 5 of Chapter 29 and the Ozone Depleting Substances (Regulation and Control) Rules, 2000; import of wastes is subject to Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and General Note 8(b) of the ITC (HS) import policy.
