HSN 2933 31 90 (Other pyridine and its salts) is subject to Central Drugs Standard Control Organisation (CDSCO) registration requirements under G.S.R. 102(E) dated 11-02-2020 where the substance is a listed medical device, and to the Central Insecticides Board and Registration Committee (CIB&RC) mandatory registration under the Insecticides Act for any end-use as an insecticide, rodenticide, fungicide, or herbicide. Ministry of Health and Family Welfare (MOHFW) conditions, Narcotic Drugs and Psychotropic Substances (NDPS) policy conditions 2 and 3, and CBIC mandatory Chapter 29 qualifier requirements apply as additional clearance overlays.

The most common error on this tariff line is importing for a non-insecticidal purpose without obtaining a separate CIB&RC import permit on that basis — importers assume that because the end-use is not pesticidal, the Insecticides Act is irrelevant. It is not: where any doubt exists as to end-use classification, the registration committee requires a non-insecticidal import permit, and shipping without one exposes the consignment to detention and seizure under the Insecticides Act regardless of the general free-import status confirmed by DGFT Notification 44/2025-26.
