Goods specified in Supplementary Note 12 to this Chapter

Heterocyclic nitrogen compounds under Supplementary Note 12, Chapter 29

CDSCO CLEARANCE · CIB&RC CLEARANCE · +3 OTHER PGAS

HSN 2933 29 60 covers goods specified in Supplementary Note 12 to Chapter 29 and is subject to overlapping primary-regulator frameworks: Central Drugs Standard Control Organisation (CDSCO) registration under G.S.R. 102(E) dated 11-02-2020 for listed medical devices, and Central Insecticides Board and Registration Committee (CIB&RC) registration or import permit under the Insecticides Act, 1968 for substances used as insecticides. Narcotic drugs and psychotropic substances within this tariff line are additionally subject to Ministry of Health and Family Welfare (MOHFW) policy conditions 2 and 3 of Chapter 29, with the Directorate General of Foreign Trade (DGFT) Notification 45/2025-26 dated 15-10-2025 rendering the overall ITC (HS) import policy free subject to policy condition 7 of Chapter 29.

Compliance steps
  1. 1
Identify the precise regulatory character of the goods under Supplementary Note 12 to Chapter 29 before filing the bill of entry. If the substance is a listed insecticide under Section 3(e) of the Insecticides Act, 1968, obtain CIB&RC registration or, where imported for a non-insecticidal purpose, a CIB&RC import permit; import is restricted to sources and ports specified on the registration certificate or permit under Rule 45 of the Insecticides Rules, 1971.
Section 9 of the Insecticides Act, 1968; Rule 45 of the Insecticides Rules, 1971; CBIC Circulars 35/2011-Cus dated 09-08-2011 and 7/2014-Cus dated 07-03-2014
  2. 2
If the goods are medical devices listed in G.S.R. 102(E) dated 11-02-2020, ensure CDSCO registration is in force and all conditions stipulated therein are met before out-of-charge. Upload all mandatory documents in e-Sanchit and include the Chapter 29 mandatory qualifiers in the import declaration as required under paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, effective 15-10-2023.
    G.S.R. 102(E) dated 11-02-2020 (MOHFW); CBIC Circular 23/2023-Cus dated 30-09-2023
  3. 3
Where the goods are narcotic drugs or psychotropic substances, comply with policy conditions 2 and 3 of Chapter 29 as applicable. For specified hazardous substances imported in quantities exceeding prescribed thresholds, obtain a Public Liability Insurance policy as required under S.O. 227(E) dated 24-03-1992 issued by the Ministry of Environment, Forest and Climate Change (MEFCC). Ozone-depleting substances require compliance with policy conditions 1, 4 and 5 of Chapter 29 and the Ozone Depleting Substances (Regulation and Control) Rules, 2000.
DGFT Notification 45/2025-26 dated 15-10-2025; S.O. 227(E) dated 24-03-1992; Ozone Depleting Substances (Regulation and Control) Rules, 2000; General Notes para 8(a) and 8(b) of ITC (HS)
A word of counsel

The most common error on this tariff line is treating the ITC (HS) 'Free' import status under DGFT Notification 45/2025-26 as clearing all compliance obligations. Policy condition 7 of Chapter 29 preserves the full suite of PGA requirements — CIB&RC registration or permit, CDSCO registration, NDPS conditions, and CBIC Chapter 29 qualifiers — each of which operates independently of the Free-category designation. A consignment that arrives without the CIB&RC source-specific registration is detained regardless of its customs-policy status, and CBIC circular 23/2023-Cus qualifiers missing at the bill-of-entry stage attract re-assessment and potential monetary penalty.

Frequently asked
Does HSN 2933 29 60 require BIS certification?
No, heterocyclic nitrogen compounds under Supplementary Note 12 to Chapter 29 are not within the BIS Quality Control Order regime. Import is governed by CIB&RC under the Insecticides Act, 1968, CDSCO under G.S.R. 102(E) dated 11-02-2020, and MOHFW policy conditions 2 and 3 of Chapter 29 for narcotic and psychotropic substances.
Can goods under this tariff line be imported through any port?
No. Insecticides within this CTI may only be imported through ports specified on the CIB&RC certificate of registration or import permit under Rule 45 of the Insecticides Rules, 1971; consignments routed through an unspecified port are liable to seizure.
What happens if a substance under this HSN is imported for a non-insecticidal purpose without a CIB&RC import permit?
The consignment is treated as an unauthorised import of a listed insecticide under the Insecticides Act, 1968, exposing the importer to seizure, confiscation, and prosecution; a separate import permit from the CIB&RC Registration Committee is mandatory even where the declared end-use is non-insecticidal.
