The most common error on this tariff line is treating CIB&RC registration as the sole clearance requirement and overlooking the concurrent NDPS import-certificate obligation under Rule 53 of the NDPS Rules, 1985. Both regimes operate independently: a current CIB&RC permit does not substitute for the NDPS import certificate, and the absence of either document at the bill-of-entry stage results in consignment detention at the specified port, with demurrage accruing until both clearances are verified and uploaded in e-Sanchit.
