The recurring error on this tariff line is failing to conduct a pre-import Schedule check under the Insecticides Act, 1968 — importers assume the substance is outside the CIB&RC scope because it is primarily a pharmaceutical intermediate, only to find the consignment detained at the port of import when the proper officer identifies a Schedule match.
