Other heterocyclic compounds with nitrogen heteroatoms only
HSN 2933 19 99 (Other heterocyclic compounds with nitrogen heteroatom(s) only) is subject to registration and import permit requirements under the Central Insecticides Board and Registration Committee (CIB&RC) where the substance falls within the Schedule to the Insecticides Act, 1968, and to Narcotic Drugs and Psychotropic Substances (NDPS) import certificate requirements under Rule 53 of the NDPS Rules, 1985 where applicable. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 and mandatory Chapter 29 additional qualifiers under Central Board of Indirect Taxes and Customs (CBIC) Circular 23/2023-Cus apply as further clearance requirements.

The most common error on this residual tariff line is assuming that because the substance does not appear on a short list, it escapes both CIB&RC and NDPS scrutiny. The Schedule to the Insecticides Act, 1968 and the NDPS schedules are updated periodically; importers must verify the current scheduled status of each specific compound before each shipment, not once at onboarding. A consignment arriving without the requisite CIB&RC permit or NDPS import certificate is liable to detention, and re-export or confiscation follows where the licensing gap cannot be cured at port.
