Analgin, a heterocyclic nitrogen compound for pharmaceutical use
HSN 2933 19 70 (Analgin) is subject to dual primary regulation: the Central Insecticides Board and Registration Committee (CIB&RC) where the substance figures in the Schedule to the Insecticides Act, 1968, and the Narcotic Drugs and Psychotropic Substances (NDPS) regime under Chapter VII-A of the NDPS Rules, 1985 where applicable. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 and Central Board of Indirect Taxes and Customs (CBIC) Circular 23/2023-Cus dated 30-09-2023 apply as additional clearance overlays.

The most common error on this tariff line is treating the CIB&RC registration as applicable only to conventional pesticides and overlooking that Analgin, as a heterocyclic nitrogen compound, may independently trigger the NDPS import-certificate requirement — two separate PGA clearances with entirely different issuing authorities and evidentiary trails. Filing under only one regime when both apply results in consignment detention, and the CBIC Chapter 29 qualifier obligation under Circular 23/2023-Cus is a third, standalone requirement that has its own non-compliance consequences independent of PGA routing.
