Isosafrole, controlled precursor chemical for NDPS and pesticide regimes
HSN 2932 91 00 (Isosafrole) is subject to mandatory consignment-wise no-objection certificate (NOC) from the Narcotics Commissioner under the Narcotic Drugs and Psychotropic Substances (NDPS) Controlled Substances Order dated 26-03-2013, as notified by DGFT Notification 15/2015-20 dated 21-07-2015. Where isosafrole falls within the Schedule to the Insecticides Act, 1968, registration and an import permit from the Central Insecticides Board and Registration Committee (CIB&RC) are also required, and import is restricted to notified places under Rule 45 of the Insecticides Rules, 1971. The trap most importers fall into on this tariff line is securing the CIB&RC permit and treating compliance as complete, while overlooking that the NDPS Narcotics Commissioner NOC is a separate, consignment-wise instrument — not a standing registration — and must be obtained afresh for each shipment. A consignment arriving with a current CIB&RC registration but without the consignment-specific NDPS NOC is liable to seizure under the NDPS Act, irrespective of the pesticide-regime status.
