HSN 2932 19 20 (Azadirachtin, benfuracarb, cinmethylene) is subject to mandatory registration with the Central Insecticides Board and Registration Committee (CIB&RC) under Section 9 of the Insecticides Act, 1968, with import permitted only through restricted places under Rule 45 of the Insecticides Rules, 1971. Central Drugs Standard Control Organisation (CDSCO) registration under G.S.R. 102(E) dated 11-02-2020 applies concurrently where any substance in this tariff line is a listed medical device, and Narcotic Drugs and Psychotropic Substances (NDPS) policy conditions 2 and 3 of Chapter 29 govern any narcotic or psychotropic substance within the heading.

The most common error on this tariff line is treating the CIB&RC registration as covering all end-uses of azadirachtin or neem products. Where the importer's stated purpose is non-insecticidal — such as feed, cosmetic, or pharmaceutical use — a separate import permit from the Registration Committee is obligatory, and importing without it under the umbrella of an insecticidal registration constitutes a violation of Section 9 of the Insecticides Act, 1968 regardless of whether the substance itself is identical. Confirm the end-use classification before the purchase order is placed.
