HSN 2932 12 00 (2-Furaldehyde / furfuraldehyde) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 where the substance figures in the Schedule to that Act, with import restricted to specified ports under Rule 45 of the Insecticides Rules, 1971. The most common error on this tariff line is assuming that only one regulatory track applies — either CIB&RC or NDPS — without evaluating both concurrently. Furfuraldehyde may simultaneously fall within the Schedule to the Insecticides Act, 1968 and engage NDPS controls depending on the declared end-use; arriving at the bill-of-entry stage without both the CIB&RC import permit and, where applicable, the NDPS import certificate under Rule 53 results in consignment detention. The Chapter 29 mandatory qualifiers under CBIC Circular 23/2023-Cus are a separate overlay and are required regardless of which PGA track applies.
