Tetraethyl lead, tetramethyl lead organo-inorganic compounds
HSN 2931 10 90 (Tetraethyl lead) is subject to the ITC (HS) Free-import policy administered by the Directorate General of Foreign Trade (DGFT) under policy condition 3 of Chapter 29, which requires the importer to notify import details to the National Authority, Chemical Weapons Convention within 30 days and to obtain a No Objection Certificate (NOC) from the Narcotics Commissioner, Gwalior, before import. Central Board of Indirect Taxes and Customs (CBIC) mandatory additional qualifiers under Circular 23/2023-Cus apply as a customs-declaration overlay effective 15 October 2023.

The most common error on this tariff line is treating the post-import CWC notification as a formality and allowing the 30-day window to lapse. A missed notification is a breach of policy condition 3 and constitutes a DGFT compliance violation independent of customs clearance — it does not cure itself at the next bill of entry and can attract retrospective scrutiny of all prior consignments. The NOC from the Narcotics Commissioner, Gwalior, is a pre-import requirement and cannot be remedied after the vessel has sailed.
