The most common error on this tariff line is treating CIB&RC registration and the NDPS import certificate as mutually exclusive — importers obtain one and assume the other does not apply. Tetramethyl lead may simultaneously attract the Insecticides Act, 1968 scheduling regime and the NDPS Rules, 1985 conditions, and both sets of clearances must be in place before the bill of entry is filed. A consignment cleared under only one PGA's mandate but missing the other is liable to detention and confiscation at the designated port of import.
