HSN 2930 90 18 (Allyl isothiocyanate) is subject to mandatory registration or an import permit from the Central Insecticides Board and Registration Committee (CIB&RC) under Section 9 of the Insecticides Act, 1968, because allyl isothiocyanate is a listed insecticide under Section 3(e) of the Schedule to that Act. Where the substance is imported for a non-insecticidal purpose, a separate import permit from the CIB&RC Registration Committee remains compulsory. The Act draws a hard line: insecticidal-purpose imports require a registration certificate specifying the permitted source, while non-insecticidal-purpose imports require a separate import permit; using one instrument for the other purpose renders the consignment liable to seizure and prosecution under the Insecticides Act, 1968.
