HSN 2930 20 90 (other thiocarbamates and dithiocarbamates) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, for substances listed in its Schedule. The most common error on this tariff line is treating all thiocarbamates as ordinary organic chemicals and filing without CIB&RC authorisation. The Insecticides Act, 1968 Schedule covers a wider set of compounds than commonly recognised — nabam and ziram are expressly listed — and presenting a bill of entry without a current CIB&RC registration and import permit at a non-notified port results in detention and potential confiscation under the Insecticides Act, entirely independent of any CWC or NDPS overlay that may also apply to the same substance.
