HSN 2929 90 99 covers residual compounds with other nitrogen function and is subject to a multi-regime import framework led, for the most commercially significant sub-category, by the Central Drugs Standard Control Organisation (CDSCO) for medical-device-linked chemicals and the Central Insecticides Board and Registration Committee (CIB&RC) for substances intended as insecticides under the Insecticides Act, 1968. The Ministry of Health and Family Welfare (MOHFW) registration overlay under G.S.R. 102(E) dated 11-02-2020 applies to listed medical devices, and the Narcotic Drugs and Psychotropic Substances (NDPS) policy conditions 2 and 3 apply where scheduled substances are present. Import of the tariff line is otherwise Free under DGFT Notification 44/2025-26 dated 15-10-2025, subject to Chapter 29 mandatory qualifiers under CBIC Circular 23/2023-Cus.

- 2Where the substance is a medical device listed in G.S.R. 102(E) dated 11-02-2020 issued by MOHFW, ensure CDSCO registration is current and upload all CDSCO-mandated registration documents in e-Sanchit at the bill of entry. - 3Ensure mandatory additional qualifiers are declared in the import declaration as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, effective 15-10-2023, for all commodities under Chapter 29. Where the substance is a specified hazardous chemical exceeding the threshold quantity, take out an insurance policy under the Public Liability Insurance Act, 1991 per S.O. 227(E) dated 24-03-1992. The most common error on this residual tariff line is treating the Free import status under DGFT Notification 44/2025-26 as a blanket clearance — it is not. The Free policy applies only where none of the sub-regime overlays (CIB&RC insecticide registration, CDSCO medical-device registration, NDPS conditions, ozone-depleting-substance conditions, or hazardous-waste rules) are triggered by the specific chemical identity of the imported substance. A consignment of propetamphos, for instance, is subject to insecticide registration and designated-port restrictions under Rule 45 of the Insecticides Rules, 1971 regardless of the headline Free status, and arrival without CIB&RC registration constitutes a violation of the Insecticides Act, 1968 attracting seizure.
