HSN 2929 10 10 (Phenyl isocyanate) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate conditions under Chapter VII-A of the NDPS Rules, 1985 and Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition No. 2 of Chapter 29 apply as additional overlays.

The most frequent error on this tariff line is assuming CIB&RC registration is the only applicable gate and overlooking the NDPS overlay. Phenyl isocyanate and related isocyanates may simultaneously trigger both the Insecticides Act, 1968 Schedule and the NDPS Rules, 1985 import-certificate requirement; a consignment cleared under CIB&RC permit but lacking the Rule 53 NDPS import certificate is still liable to seizure and prosecution under the NDPS Act, 1985. Separately, port eligibility under Rule 45 of the Insecticides Rules, 1971 must be confirmed before vessel departure — the two checks are independent.
