HSN 2926 10 00 (Acrylonitrile) is subject to dual primary-regulator oversight: the Central Insecticides Board and Registration Committee (CIB&RC) requires mandatory registration or an import permit under Section 9 of the Insecticides Act, 1968, while imports for medical or scientific purposes require an import certificate under Rule 53 of the NDPS Rules, 1985 administered by the Narcotic Drugs and Psychotropics Substances (NDPS) authority. The most consequential trap on this tariff line is the dual-regime overlap: acrylonitrile is simultaneously a listed insecticide under the Insecticides Act, 1968 and a substance subject to NDPS Rules, 1985 controls where imported for medical or scientific purposes. Importers who obtain only the insecticide registration certificate and neglect the Rule 53 NDPS import certificate — or vice versa — will face consignment detention and potential confiscation at the port of import, because both regimes are independently enforced at the bill-of-entry stage.
