- 1Obtain a valid certificate of registration or import permit from the Central Insecticides Board and Registration Committee before filing the bill of entry. Import may only originate from the source specified on the certificate or permit; deviation to an alternate source renders the consignment liable to seizure under the Insecticides Act, 1968. Confirm that the permitted port of import complies with Rule 45 of the Insecticides Rules, 1971.Section 9 of the Insecticides Act, 1968 · Rule 45 of the Insecticides Rules, 1971 · CBIC Circulars 35/2011 dated 09-08-2011 and 7/2014 dated 07-03-2014

Separately, verify that the consignment does not constitute a waste import subject to Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.S.O. 227(E) dated 24-03-1992 · Hazardous Waste (Management and Transboundary Movement) Rules, 2016 · Para 8(b) of General Notes to ITC (HS) Import Policy
The most common error on this tariff line is assuming that registration with CIB&RC permits import from any supplier. The Insecticides Act, 1968 ties the lawful import to the specific source named on the certificate of registration or permit; a change of foreign supplier — even one of identical chemical specification — requires a fresh or amended registration before the bill of entry is filed. Consignments arriving from an unlisted source are detained and liable to confiscation regardless of whether the chemical is identical in composition.
